Scott Tarr, PE is principal and forensic engineer for NorthStarr Concrete Consultants. He was previously a partner with Concrete Engineering Specialists. Prior to joining CES in 2007, Scott was a Principal Engineer in the Structural Evaluation Section of CTLGroup, Skokie, IL, for 17 years. As a licensed PE in multiple states, his primary experience is in the area of problem-solving distressed concrete slabs on ground (interior and exterior) and flooring failures throughout the United States and internationally and he specializes in comparing the as-built to specified load carrying capability of concrete slabs and developing repair specifications to restore the serviceability to that designed. Scott is a member of ICRI and ACI where he serves on several committees. He holds a Master of Science Degree in Civil Engineering from the University of New Hampshire, specializing in Pavements and Constructed Systems. He is a co-author of the book Concrete Floors on Ground for the Portland Cement Association.
